Sheffield England Alpha Silversmiths & Cutlers Harrison Bros & Housen (at least think it says Housen!) Silver (?) Teaspoons.I assume silver, though with age they are now  sort of light bronzey colour. I'm sure they could be polished up.They have ends that remind me of coffee beans, so perhaps they were intended as sugar spoons for coffee.
